【摘要】:Thisguideestablishestheminimumtrainingstandardasitrelatestogeneralandspecificknowledge,skills,andabilities(KSA),forexistingdispatchers,911operatorsandtelecommunicatorstobetrainedintheprocessinganddispatchingofpotentialandactualsearchandrescueincidents.ApersontrainedtothisguideisaLevelI(basic)SARDispatcher.EverypersonwhoisidentifiedasanSARDispatchershallhavemettherequirementsofthisguide.ThisguideistobeusedbyindividualsandagencieshavingjurisdictionwhowishtoidentifytheminimumtrainingstandardsforLevelISARdispatcher.ThisguideisonlythefirstleveloftrainingforSearchandRescueDispatcher(SRD)personnel,andassuch,onlyestablishestheminimumknowledge,skills,andabilitiesrequiredforapersontoperformSARDispatch.Nothinginthisguideprecludesauserofthisguidefromaddingadditionalrequirementsforitsownmembers.Thisguidebyitselfisnotatrainingdocument.ItisonlyanoutlineofthetopicsrequiredfortrainingorevaluatingaLevelISRD,butitcanbeusedtodevelopatrainingdocumentorprogram.Itisuptothetrainingauthoritytodeterminethedepthordetailoftrainingtomeetitsneeds.Thisguidedoesnotstandaloneandmustbeusedwiththereferenceddocumentstoprovidethespecificinformationneededbytheuser.ThisguidecanbeusedtoevaluateabookorotherdocumenttodetermineifitscontentmeetsthenecessarytopicsfortraininganSRD.Likewise,theguidecanbeusedtoevaluateanexistingtrainingprogramtoseeifitmeetstherequirementsofthisguide.Theknowledge,skills,andabilitiesrequirementspresentedinthefollowingsectionsarenotpresentedinanyparticularorderanddonotrepresentatrainingsequence.Exceptwhereaphysicalskillneedstobeshown,itisuptotheinstructor,evaluator,ortestertodeterminethebestwaytoevaluateapersonx2019;sknowledge.Thismaybebywrittenexam,oralexam,demonstration,orbysomecombinationofthethree.1.1Thisguideestablishestheminimumtrainingstandardasitrelatestogeneralandspecificknowledge,skills,andabilities(KSA),forexistingdispatchers(whohavemettherequirementsofPracticeF1258),911(emergency)operators,andtelecommunicatorstobetrainedfortheprocessinganddispatchofpotentialandactualsearchandrescueincidents.1.2Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
